PROBLEM: Bureaucratic and Post Office delays plagued the heavily absentee-ballot election in June

  • Due to coronavirus, the state moved the primary back from April to June and mailed every registered voter an absentee ballot application as a well as postage-paid return envelope
     

  • Because of the influx of applications, there were bureaucratic and Post Office delays

  • Some groups, including the ACLU, Common Cause, and the NAACP, advocated for further action through the Safe and Healthy Voting in 2020 Act, which would require the Secretary of State to send mail-in ballot applications to every registered voter in the September state elections primary and the November general election
     

  • The legislation would also waive signature requirements, put secure drop boxes in cities and towns, and accept ballots postmarked on Election Day
