PROBLEM: Many states are looking to Oregon as an example that mail-in voting is effective, but Oregon took 17 years to expand its vote-by-mail apparatus. That is time that other states don’t have

  • Oregon has a vote-by-mail system and was the first state to institute the system, as of the passage of Ballot Initiative 60 in 1998

  • The foundation for the vote-by-mail system was laid as early as 1981, when the state legislature allowed local elections to conduct mail-in elections

Mail-in voting: The Oregon legislature approved vote-by-mail for local elections in 1981. In 1998 – 17 years later – Measure 60 made vote-by-mail the standard procedure in all of Oregon’s elections.
