PROBLEM: Hawaii moved to all-mail elections in 2019 in order to try to boost low voter turnout.

  • The legislature has tried over the years to boost voter turnout – for example, by declaring the general election a state holiday and offering same-day voter registration – but has struggled with low voter interest

  • This is partially due to a feeling of physical and cultural disconnectedness from the mainland
     

  • But the apathy may also be due to noncompetitive elections, since the island’s GOP is rarely able to attract candidates to challenge the Democratic incumbents

IS THE VOTING SYSTEM SET UP FOR ABSENTEE OR MAIL-IN VOTING?

Mail-in voting: Hawaii has an all-mail voting system. Approximately 18 days before the election, voters will receive a packet in the mail with their ballots, return envelope with pre-paid postage, and instructions. It is the voter’s responsibility to keep their address up-to-date with the Clerk’s office.

CAN I REQUEST AND SUBMIT AN ABSENTEE BALLOT FOR ANY REASON?
