PROBLEM: Through a permanent absentee voter list, Arizona blends mail-in and absentee systems. The system lacks the safeguard of a new application, which would ensure voters who have moved don’t continue receiving ballots

  • Close to eight in 10 Arizona voters already cast their ballots by mail in the last several elections
     

  • This is partially because of the permanent absentee ballot rolls, in which a person can opt to automatically receive an absentee ballot if they have requested one before. The system has created the potential for double-voting

  • In 2020, every voter will also receive an absentee ballot application. This was decided in a compromise measure: the Secretary of State, a Democrat, wanted to send every registered voter a blank ballot, but the majority-Republican legislature did not take up the bill
     

  • Democratic groups are also suing the state to allow ballot harvesting (i.e., allowing third parties to collect and deliver completed ballots to the board of elections)
